Dr. W. Edwards Deming first coined the oft-repeated phrase, “Every system is perfectly designed to get the results it gets.” This has become a fundamental truth, so it should surprise no one that when the government designs programs that reward the wrong behaviors and encourage higher costs without improvements in quality, that is exactly what happens. Conversely, when we design programs that reward the right outcomes, we can make tremendous progress.
We don’t always get this right, and we keep learning. That’s why the Trump Administration is focused on continually strengthening and protecting Medicare and Medicaid while promoting a healthy and competitive free market that moves us toward a system that is more value-based, with lower costs and higher quality for patients.
